Recently, the National Data Bureau granted approval for the construction of a comprehensive data element experimental zone in Shandong Province, marking it as the first national-level experimental zone in the region's data sector.

The creation of this comprehensive data element experimental zone is a significant initiative to advance the market-oriented allocation reform of data elements. In recent years, Shandong has placed great emphasis on data initiatives, achieving positive results in promoting the market-oriented allocation reform of data elements. In 2023, the province's digital economy reached a scale of 4.3 trillion yuan, accounting for over 47% of its GDP. A number of digital industry clusters have been developed, with the big data industry representing one-eighth of the national total and the level of industrial digitalization ranking among the top in the country.

The construction of the comprehensive data element experimental zone will focus on institutional development, emphasizing the facilitation of data circulation and utilization, and empowerment of the real economy. It will strengthen overall planning by integrating local resource endowments and foundational conditions, exploring the establishment of a foundational system that adapts to the characteristics of data elements, aligns with market laws, and meets development needs, thereby fostering new quality productive forces and fully unleashing the synergistic effects of the integration of the real economy and the digital economy.
