Shandong Initiates Carbon Footprint Pilot with Qingdao, Yantai, and Liaocheng as First Cities

Recently, five departments in Shandong including the Department of Ecology and Environment, the Development and Reform Commission, Department of Industry and Information Technology, Department of Commerce, and Administration for Market Regulation have jointly issued the Notice on Implementing Carbon Footprint Pilot Projects. This initiative aims to explore multi-tiered pilot projects across cities, industries, and enterprises.

In terms of urban carbon footprint pilot projects, Qingdao, Yantai, and Liaocheng are initiating the development of carbon footprint management systems. These efforts are tailored to their specific industrial structures and developmental progress. Qingdao is leveraging its climate investment and financing pilot status to explore areas like green finance, certification labeling, and tiered management. Yantai, focusing on key export enterprises, is undertaking accounting, analysis, and application of industry and enterprise carbon footprints. Liaocheng is concentrating on its advantageous industries, accelerating carbon footprint measurement capacity in collaboration with the National Carbon Measurement Center (Shandong).

The product carbon footprint pilot projects will focus on carbon footprint accounting for products, emphasizing Shandong's major export industries and key competitive sectors. Regarding pilot projects assessing industrial carbon footprints, the steel, tire, and textile industries have been selected. Industry associations and research institutions are utilized to conduct data studies, with the aim of creating localized baseline data for carbon footprints.
