Shandong Issues the High-Quality Development Action Plan for the Fine Chemical Industry

Recently, multiple departments of Shandong Province jointly issued the High-Quality Development Action Plan for the Fine Chemical Industry in Shandong Province (2025-2027). Giving full play to the basic advantages of the chemical industry, Shandong will promote the development of the chemical industry towards fine chemicals and new chemical materials. The operating revenue of the province's fine chemical industry is expected to increase by about 8% annually by 2027, initially forming a development pattern with prominent leading industries, reasonable regional layout, sound innovation system, concentrated resource elements and deep integration of chains and groups.

The development focuses on three main aspects. Firstly, Shandong will extend a number of chemical industry chains and give full play to the technology and scale advantages of traditional chemical industries, such as petrochemical, coal chemical and salt chemical. This revolves around multiple industrial chains, including ethylene, propylene, butene, polyurethane, nylon, PX, coal-based fine chemicals, fluorine and silicone, and high-end functional chemicals. Secondly, Shandong will break through the bottleneck of chemical technologies and keep up with the development trend in emerging chemical fields, such as new chemical materials, marine chemicals, biochemicals and electronic chemicals. Thirdly, Shandong will improve the quality of a number of terminal products, focusing on coatings, dyes (pigments), pesticides, special chemicals, daily chemicals and other terminal fields.
