Recently, the Shandong Administration for Market Regulation, in collaboration with nine organizations including the Office of the Financial Commission of the CPC Shandong Provincial Committee and the Shandong Development and Reform Commission, issued the Notice on Further Implementing the Quality Management System Certification Improvement Action for Small and Micro Businesses to Support the Cultivation of Strong Enterprises, Strong Chains, and Strong Counties. The notice outlines eight specific measures aimed at bringing the supporting role of the quality management system into better play in helping small and micro businesses realize better and greater development, establishing robust industrial ecosystems and chains in key industries, and achieving breakthroughs in county-level economic development.

In the future, the following work will be the government's priorities: First, Shandong will focus on key industrial chains and characteristic industries that can support and lead local economic development to select eligible, willing, and exemplary small and micro businesses to establish a cultivation and improvement database for such businesses.

Second, Shandong will implement initiatives to integrate and consolidate industrial chains and promote supply-demand matchmaking such as "Ten Chains and Ten Thousand Enterprises" to incorporate small and micro businesses in the upstream and downstream fields into a common quality management system. Third, Shandong will maximize the role of the platform for "one-stop" services of quality infrastructure to provide comprehensive solutions for upgrading industrial chains. Fourth, Shandong will organize enterprises that have formed industrial clusters in the province to participate in key trade shows at home and abroad to accelerate a concerted effort across the industrial chains to go global.
