Shandong Fuels Innovation in Private Enterprises

In recent years, Shandong has actively pursued a tiered cultivation approach for sci-tech enterprises and enhanced the full life cycle policy system for private sci-tech enterprises. This year, Shandong has designated 124 provincial major sci-tech innovation projects, with over 75% led by private enterprises. Besides, it has established 156 provincial technology innovation centers and 471 provincial new R&D institutions, with private enterprises playing a leading role in more than 60% of these projects.

In addition to providing financial support, Shandong has offered more sci-tech resources. The province encourages and supports key private enterprises in leading the establishment of high-level sci-tech innovation platforms (such as provincial key laboratories, technology innovation centers, and innovation and entrepreneurship communities) with the support of upstream and downstream enterprises. Furthermore, Shandong has facilitated the opening and resource sharing of numerous concept verification centers and pilot bases for private SMEs. It has implemented an action plan that integrates and consolidates industry chains, benefiting 10 chains, 100 clusters, and 10,000 enterprises. This initiative has empowered private SMEs to establish their positions and achieve coordinated development.

Looking ahead, Shandong will focus on cultivating emerging industries and organizing about 50 key industrial projects each year. The province aims to encourage more private enterprises to explore new opportunities and develop new growth drivers.
