Qingdao, Shandong Province Intensifies Efforts to Build "3+2" Innovative Ecosystem for Manufacturing

Industries play a vital role in fostering technological innovation. Recently, the Action Plan for Improving Manufacturing Innovation Capabilities in Qingdao (2024-2027) was jointly issued by the Qingdao Municipal Bureau of Industry and Information Technology, the Development and Reform Commission of Qingdao City, the Qingdao Municipal Education Bureau, the Qingdao Municipal Bureau of Science and Technology, and the Qingdao Administration for Market Regulation. Qingdao will optimize the building of three systems (manufacturing innovation, technology, and network) and enhance two major capabilities (innovative development in key areas and service guarantee for innovative elements), thus creating a "3+2" innovative ecosystem for manufacturing.

The manufacturing innovation system highlights the improvement of enterprise R&D strength and the cultivation of innovative enterprises. According to the action plan, Qingdao will work to cultivate technological innovation enterprises, implement technological innovation projects, deploy cutting-edge leading technologies, and strengthen industry-university-research collaborative research to build an innovation system for manufacturing. It is expected that by 2027, there will be more than 5,000 high-tech enterprises in the city's advanced manufacturing industry, and industrial R&D funds for enterprises above the designated size will exceed 32 billion yuan. In addition, the coverage rate of R&D institutions in advanced manufacturing enterprises above the designated size will approach 100%.
