Shandong Releases Three-year Action Plan for High-quality Development of Low-altitude Economy

The General Office of Shandong Provincial People's Government issued the Three-year Action Plan for High-quality Development of Low-altitude Economy in Shandong Province (2025-2027), which clarified the objectives, key tasks and guarantee measures for Shandong's low-altitude economy development in the next three years.

The Action Plan proposes that by 2027, the comprehensive support level of low-altitude flight in Shandong will be at the forefront of China. The province will build provincial integrated flight service stations and more than 3 municipal low-altitude flight management service platforms, as well as 35 general airports and 400 digital low-altitude aircraft takeoff and landing platforms.

The low-altitude industry will achieve a high-end leap. Shandong Province will cultivate more than 10 leading enterprises in the industrial chain, more than 100 small and medium-sized scientific and technological enterprises, specialized, sophisticated, distinctive and innovative enterprises, and "single champion" enterprises in the manufacturing industry. Shandong will make the scale of the low-altitude economy reach RMB 100 billion, basically forming a new pattern of low-altitude economic development led by Jinan and Qingdao and supported by Dongying, Yantai, Weifang, Rizhao, Linyi, Binzhou and other cities. The low-altitude economy will become an important growth pole for the province's economic development and an important source of innovation and development in China.
