Shandong Takes New Measures to Help Enterprises Obtain "Green Pass" for Global Trade

Recently, the Department of Commerce of Shandong Province, together with 15 departments including Qingdao Customs, Jinan Customs, the Office of Port of Entry and Exit of Shandong Provincial People's Government and the Shandong Development and Reform Commission, jointly issued Several Measures on Supporting the High-quality Development of Authorized Economic Operators by the Customs to Promote the Stability and Quality Improvement of Foreign Trade. The document puts forward three main policy measures to promote the high-quality development of authorized economic operators (AEOs) and strengthen and expand foreign trade market entities.

The first is to improve the cultivation system of AEOs, including the preferred AEOs to be cultivated in the province. This requires the customs to develop customized certification counseling and cultivation programs focusing on iconic industrial chains, characteristic industrial clusters, emerging industries, "specialized, fined, peculiar and new" enterprises, single champion enterprises, and headquarters-type enterprises. The second is to strengthen the joint incentives for AEOs. Shandong supports AEOs to better open up the international market through the "Remarkable Shandong·Trade Global" market development activity, striving to strengthen AEOs' intellectual property services for legal counseling, commercial mediation, economy and trade, and other sectors. The third is to improve the service system for AEOs, implement "acceptance notwithstanding temporary lack of some documents" for administrative examination and approval, and strengthen credit information sharing.
