Recently, Shandong Province issued Several Measures on Strengthening the Opening and Sharing of Large-scale Scientific Research Instruments and Pilot Plants to promote the opening and sharing of large-scale scientific research instruments and pilot plants with intensified efforts.
The document especially proposes to strengthen the support and incentives for users. For qualified micro-, small and medium-sized enterprises that carry out technological innovation activities through sharing large-scale scientific research instruments, a 40%-60% subsidy in the form of Innovation Voucher is provided; for those that use equipment outside the province because instrument resources in the province cannot meet the demand, the expenses incurred can also be subsidized in the form of Innovation Voucher.
The document also encourages the opening and sharing of pilot equipment. In this regard, positive efforts will be made to systematically sort out pilot equipment resources in various organizations such as universities, institutes and enterprises and incorporate those qualified into the opening and sharing service network management. Therefore, the problems that pilot platforms lack openness and small and medium-sized enterprises cannot afford to develop such resources and have difficulty in gaining access to such resources can be solved from the institutional perspective and a "pilot plus" ecology can be created.
In the past five years, 74% of micro-, small and medium-sized enterprises in Shandong Province that enjoy scientific research instrument sharing services and Innovation Voucher subsidies have passed the identification of national sci-tech small and medium-sized enterprises. Notably, 1,285 micro-, small and medium-sized enterprises have grown into high-tech enterprises.
