Shandong Introduces the Implementation Opinions on High-quality Development of SCODA

Recently, the Shandong Provincial People's Government issued the Implementation Opinions on Supporting the High-Quality Development of the China-SCO Local Economic and Trade Cooperation Demonstration Area (SCODA). Shandong will create a hub for the distribution of electric passenger vehicles, lithium-ion batteries, and solar cells in SCODA, aiming to increase the export of high value-added, high-tech, green, and low-carbon products such as the aforementioned ones.

Focusing on the development of SCODA, these opinions further urge the province to advance the development of a regional logistics center, modern trade center, two-way investment and cooperation center, and center for the development of commercial, tourism, and cultural exchanges, so as to build a model for local economic and trade cooperation under the international multilateral and bilateral framework.

Efforts will be made to develop a regional logistics center. The focus is on improving the quality and efficiency of China Railway Express, increasing the frequency of designated routes and train plans targeting Shanghai Cooperation Organisation (SCO) member countries, and enhancing the radiating capacity of connecting railways in Europe and Asia as well as the ASEAN countries. Additionally, the construction of the SCO International Hub Port will be promoted.

To strengthen the two-way investment and cooperation center, Shandong will foster regional coordinated development. Cooperation between SCODA and industrial parks in Shandong will be promoted. During the assessment of development zones, the increased values of both SCODA and cooperative parks in foreign investment, foreign trade, scientific innovation, and other relevant indicators will be calculated at a rate of 100% respectively.
