Shandong Issues Guiding Opinions to Promote the High-quality Development of Provincial-level New R&D Institutions

Recently, the Department of Science & Technology of Shandong Province issued the Guiding Opinions on Promoting the High-quality Development of Provincial-level New R&D Institutions. It proposed that by 2025, 20 high-level new R&D institutions with international influence should be established, the total number of new R&D institutions in Shandong Province should reach 1,000 (including 500 provincial-level registered institutions), and a new R&D institution system covering various cities, major industrial chains, multi-level distribution, and diversified leadership should be formed to promote the in-depth integration of innovation chains, industrial chains, talent chains, and education chains and rank among the top in China regarding overall performance.

The Opinions proposed that by 2025, through the promotion of the high-level construction of new R&D institutions, 300 high-level innovative talents (teams) would be introduced and 20,000 scientific researchers would be brought together. Groundbreaking scientific research results would be achieved in key fields, breakthroughs in some core technologies would be made, and some major scientific research achievements would be transformed. The construction and development of new R&D institutions should focus on national strategies and major tasks of sci-tech innovation in Shandong Province to coordinate the overall planning and strengthen industrial matching.
