Three Pilots in Shandong Are Included in the List of the First Batch of Carbon-peaking Pilot Projects

Recently, the National Development and Reform Commission (NDRC) released the National Carbon-peaking Pilot Projects Construction Plan, proposing to launch carbon-peaking pilot projects construction in 100 typical cities and zones nationwide. The first batch of carbon-peaking pilot projects will be launched in 15 provinces and regions, with three pilots in Shandong.

The Plan proposes the working principles of “adhering to proactive and prudent practices, adapting measures to local conditions, reform and innovation, and safe carbon reduction” and the main goals for 2025 and 2030. The Plan focuses on deploying five aspects of pilot project construction, i.e. determining pilot tasks, implementing key projects, strengthening technological innovation, improving policy mechanisms, and carrying out public participation.

According to the Plan, carbon-peaking pilot project construction is generally implemented at the prefecture level or above cities and the provincial level or above zones. NDRC will organize available funding channels with relevant parties to support eligible pilot projects and encourage financial institutions to support the development of cities and zones for carbon-peaking pilot projects.
