Shandong Issues the Implementation Opinions on Strengthening the Guiding Role of Opening-up and Promoting the High-quality Development of Comprehensive Bonded Zones

Recently, led by the Department of Commerce of Shandong Province, Shandong Province issued the Implementation Opinions on Strengthening the Guiding Role of Opening-up and Promoting the High-quality Development of Comprehensive Bonded Zones.

Specifically, the document consists of three parts. The first part is about general requirements which specify the guiding approaches and target requirements for high-quality development of comprehensive bonded zones in Shandong. The second part is about key tasks which cover 11 aspects including optimizing functional layout, promoting platform coordination, expanding bonded logistics functions, increasing project attraction, and optimizing the supervision mode. The third part is about safeguard measures which include increasing fiscal and taxation support, deepening the reform of systems and mechanisms, improving the evaluation mechanism, and perfecting the implementation mechanism.

Besides, the innovation of the document is mainly reflected in four aspects. They are promoting the coordinated development of comprehensive bonded zones and other opening-up platforms, clarifying the key development directions of the bonded business in Shandong's comprehensive bonded zones, deepening the trade facilitation reform of comprehensive bonded zones, and highlighting project attraction and construction.
