Shandong Works to Further Improve Foreign Investment Environment with 23 Measures in Six Aspects

To further optimize the foreign investment environment and attract and utilize foreign capital, Shandong Province recently issued Several Measures of Shandong Province on Further Optimizing the Foreign Investment Environment and Attracting and Utilizing Foreign Capital with Greater Efforts.

In terms of improving the quality of foreign investment utilization, Shandong will beef up efforts to introduce foreign investment for key fields; support transnationals and international sci-tech organizations to build international technology transfer service institutions in the province; support professional sci-tech service institutions in the province to cooperate with transnationals to carry out cross-border technology transfer activities. Next, Shandong will continue to expand channels for attracting foreign investment, encourage qualified foreign investors to set up investment companies and regional headquarters in the province, accelerate the promotion of the Qualified Foreign Limited Partner (QFLP) business, and support relevant domestic investments with RMB raised overseas according to regulations.

Meanwhile, Shandong will further optimize the mechanism for implementing and promoting foreign investment projects, strengthen the protection of foreign investment, improve the facilitation level of investment and operation, and increase fiscal and taxation support.
