Recently, a number of departments in Shandong Province issued the Three-Year Action Plan for the Development of Modern Light Industry and Textile Industry in Shandong Province (2023-2025). The Action Plan proposes to cultivate four world-renowned 100-billion-level industrial clusters, build 30 or so 10-billion-scale famous enterprises, and foster approximately 20 provincial-level demonstration counties (cities, districts) and about 100 demonstration enterprises to advance digital empowerment in the light industry and textile sector, increasing product variety, enhancing quality, and building brands.

The modern light industry and textile industry in Shandong Province include textiles and clothing, food, paper, smart home appliances, furniture, and other industries. The Action Plan proposes that Shandong will accelerate the research and development of core technologies. By 2025, the province aims to promote more than 200 new technologies and achievements. It also plans to establish three or so leading enterprises with outstanding main businesses and a strong industry-driven role each year. Additionally, it will build a smart home appliance manufacturing base in the province, with Qingdao as the main hub and Jinan, Yantai, and other cities providing support. Shandong Province will promote the empowering application of the industrial Internet platform and accelerate the construction of industrial Internet platforms for vertical industries. By 2025, the number of provincial key industrial Internet platforms in the light industry and textile industry will reach more than 25, an increase of about 10 from the end of 2022, driving more companies to use the platform.
