Shandong Promotes the Deep Integration of the Talent Chain, Education Chain, Industrial Chain, and Innovation Chain to Accelerate High-quality Development

Shandong is an important industrial base in China and a strategic fulcrum for the economic development of northern China. To accelerate the high-quality development of the industrial economy, the province has innovatively implemented the "four-chain" integrated development mechanism where the talent chain is prioritized, the education chain is optimized, the innovation chain is cultivated, and the industrial chain is served. Meanwhile, the province has made better use of the "three keys" of promoting implementation up to the highest standards, facilitating talent flow and matching, and establishing high-level platforms.

Oceanography, advanced manufacturing, modern agriculture, life sciences, and philosophy and social sciences are Shandong's advantageous fields and see an urgent need of growing bigger and stronger. Focusing on the five fields, the province has sorted out and determined 448 key organizations to establish the integration mechanism and promoted it to the key industrial fields in 16 cities, thus forming an organic development pattern characterized by linkage at the provincial and municipal levels. This year, Shandong has made constant efforts to implement the "four-chain" integration and upgrading action for an innovation and entrepreneurship community and organized forces across departments, regions, industries, and systems to tackle technical problems. In total, 245 technical difficulties have been solved, effectively removing many barriers restricting industrial development.
