The State Council Issues the Opinion on Further Optimizing the Foreign Investment Environment and Increasing the Efforts to Attract Foreign Investment

The State Council recently issued the Opinion on Further Optimizing the Foreign Investment Environment and Increasing the Efforts to Attract Foreign Investment. As per the document, positive efforts should be made to better coordinate the domestic and international imperatives, create a market-oriented, law-based and international first-class business environment, give full play to China's advantages brought by a super large market, and attract and utilize foreign investment more vigorously and effectively.

In total, the document has put forward 24 policy measures from six aspects: improving the quality of foreign investment utilization, ensuring the national treatment for foreign-invested enterprises, continuously strengthening the protection of foreign investment, making investment and operation more convenient, increasing fiscal and taxation support, and improving the methods to promote foreign investment.

The document requires all places, departments, and relevant organizations to further optimize the foreign investment environment and intensify efforts to attract foreign investment. Meanwhile, the document encourages all places to introduce supporting measures according to local conditions to enhance policy synergy. Besides, the Ministry of Commerce should, together with relevant departments and organizations, strengthen guidance and coordination, carry out solid work in policy promotion, implement the policy measures in a timely manner, create a more favorable investment environment for foreign investors, and effectively boost the confidence of foreign investors.
