As the backbone of outstanding small and medium-sized enterprises (SMEs), "specialized, fined, peculiar and new" SMEs play a crucial role in developing stable industrial and supply chains and advancing economic and social development. Up to now, the number of "specialized, fined, peculiar and new" SMEs and that of specialized, fined, peculiar and new "little giant" enterprises have reached 16,075 and 756 respectively in Shandong, ranking first and third in China.

Attaching great importance to the development of specialized, fined, peculiar and new enterprises, Shandong will provide guidance and support for the specialized, fined, peculiar and new development of SMEs. This will be a crucial approach to strengthen the province's "top ten" industries for the replacement of old growth drivers with new ones, as well as the advancement of 11 key industrial chains. It is reported that over 80% of the specialized, fined, peculiar and new enterprises in Shandong belong to the manufacturing sector. Additionally, there has been an accelerated growth rate among enterprises in emerging high-end industries. Over the past three years, there has been a significant increase in the number of specialized, fined, peculiar and new enterprises in fields such as new generation of information technology, high-end equipment, and green chemicals in Shandong, with growth rates of 37%, 32%, and 28% respectively. This demonstrates the growing trend of high-end, intelligent, and sustainable development among SMEs. Furthermore, 72.4% of the specialized, fined, peculiar and new enterprises are part of the province's "top ten" industries for the replacement of old growth drivers with new ones, while 69.8% of these enterprises are distributed along the 11 key industrial chains in Shandong. A significant proportion of these enterprises operate in key industrial sectors.
