Shandong Will Build More Than 5 New Provincial-level High-tech Zones in 2023 and Guide High-tech Zones to Re-determine Leading Industries

Recently, the Department of Science & Technology of Shandong Province issued Several Measures to Promote High-quality Development of the Hi-tech Industrial Development Zones (hereinafter referred to as "the Measures") to gather innovative resources in high-tech zones and form new advantages in industrial development. According to the Measures, Shandong will guide high-tech zones to re-determine leading industries and carry out reform of management systems. Shandong plans to build a batch of provincial-level high-tech zones (more than 5 new provincial-level high-tech zones in 2023) in counties with good economic foundations and clustered technological innovation resources. Shandong will support the expansion of high-tech zones in Shandong in accordance with their development needs and cross-regional industrial cooperation by high-tech zones.

The Measures calls for efforts to build a service linkage mechanism for key projects of provincial-level and municipal-level high-tech zones; for highly-technical key projects newly settled in high-tech zones and meeting the requirements of the "top ten" industries of Shandong Province, and projects with a planned investment of more than 500 million yuan for 2023, they will be included in "ledger for supporting major projects of high-tech zones" for prioritized platform, project, talent and financial supports by provincial-level and municipal-level high-tech zones. The Measures also includes a proposal to promote the integrated management of high-tech zones, build a resource pool for the research result commercialization and the investment and talent attraction of high-tech zones, and realize resourcing sharing in high-tech zones in Shandong.
