On July 18, Jinan in Shandong Province held a special press conference for Jinan High-tech Zone. Taking business and investment attraction as the primary task and making good use of key strategies such as "management committee + company" and "chain owner + investment bank", Jinan High-tech Zone has welcomed 43 new business and investment attraction projects and seen a total reserve of 89 projects under negotiation, with investments of more than 16 billion yuan and 50 billion yuan respectively. Especially, high-end projects such as Satellite Assembly Manufacturing Base Project and Inovance Technology Project have been successfully signed. Within the Zone, business and investment attraction projects account for 28.05% of fixed asset investment.

Going forward, Jinan will focus on business and investment attraction around industry cultivation. Measures will be taken to accelerate the construction of the five major industrial communities including the integrated circuit (IC) industry, construction machinery industry, and hyaluronic acid industry, attract clusters through industrial chains, and strengthen industrial chains through clusters. Jinan will also attract industrial enterprises to settle down in Jinan for development through platforms for comprehensively promoting the industrial foundation of Jinan High-tech Zone such as China (Jinan) Hyaluronic Acid Industry Conference and 2023 World Laser Industry Conference.

Second, Jinan will focus on business and investment attraction around chain owners' leading role, and pay close attention to business attraction through industrial supporting facilities and vibrant businesses. Third, Jinan will focus on business and investment attraction around the clustering of headquarters. Measures will be taken to strengthen communication and cooperation with central State-owned enterprises, provincial and municipal state-owned enterprises and large private enterprises. Through the "one policy for one enterprise" strategy for targeted business and investment attraction, Jinan High-tech Zone has attracted 51 headquarters enterprises, accounting for 1/3 of the city's total.
