China (Shandong) Pilot Free Trade Zone Sees Experience of Two Pilot Reform Projects Promoted Nationwide

Recently, the State Council issued the Notice on Promoting the Experience of the 7th Batch of Pilot Reform Projects in Pilot Free Trade Zones to promote the experience of 24 pilot reform projects in pilot free trade zones to the whole country. China (Shandong) Pilot Free Trade Zone has seen its experience of two pilot reform projects selected, which are "business model of movable property receipt pledge financing" and "new model of 'hierarchical and classified management' for sewage outlets into the sea".

The business model of movable property receipt pledge financing mainly aims at the common problems faced by the bulk commodity industry, such as difficulties in the control of goods, unclear ownership of the goods, lack of transparency in information, and high financing costs. By relying on the advantages of port and bulk commodity concentration, China (Shandong) Pilot Free Trade Zone has built digital warehouses and achieved interconnectivity with financial, customs, foreign exchange, firefighting, and other departments, which have greatly improved the efficiency of goods circulation and reduced the annualized financing costs of enterprises. The new model of "hierarchical and classified management" for sewage outlets into the sea has rectified the long-term disorder in the management of sewage outlets into the sea, clarified the management requirements for various types of sewage outlets into the sea, and fundamentally provided reliable support and guarantee for the treatment of sewage outlets into the sea.
