Jinan Customs and Qingdao Customs Issue 15 Measures to Support the High-quality Development of Private Enterprises

On July 5, Jinan Customs and Qingdao Customs jointly launched 15 measures to continuously optimize the business environment and support the high-quality development of private enterprises, with a focus on helping Shandong's private enterprises achieve high-quality development and providing further support for ensuring stable and high-quality foreign trade.

To fully capitalize on policies and measures to help enterprises solve difficulties, the customs will strengthen policy support and implement the project of Precisely "Drip Irrigate" Enterprises with Preferential Policies. [01] They will also establish sound regular communication mechanisms such as "face-to-face communication between customs and enterprises", "through train to connect customs and enterprises" and "door-to-door policy promotion by chief customs officers", so as to improve the mechanism for eliminating enterprise problems.

To help enterprises grow bigger and stronger, the customs will support the development of characteristic industrial clusters in the private sector, optimize incentive measures for high-level authorized economic operators, assist in the expansion of leading enterprises, and promote the establishment of independent brands.

Regarding the promotion of new forms and models of foreign trade, the customs will optimize the supervision of cross-border e-commerce export returns and support the development of cross-border e-commerce and other innovative foreign trade models. Additionally, they will implement differentiated supervision for "specialized, fined, peculiar and new" enterprises, adopt flexible enforcement strategies, and enhance their digital service capabilities.
