"33 Measures" Issued to Optimize and Improve the Law-based Business Environment in Qingdao, Shandong

The Lists of Projects and Responsibilities in Qingdao's Coordination Mechanism for Optimizing the Law-based Environment 2023 were issued in Qingdao recently. Focusing on creating a market-oriented, legal, and international first-class business environment, the document includes 33 measures across seven areas aimed at leveraging the coordination mechanism for optimizing the law-based environment to optimize and upgrade the law-based business environment in Qingdao.

In terms of concentrating resources on ensuring effective institutional support, Qingdao will accelerate the formulation and revision of legislative projects closely related to the business environment to address institutional weaknesses in relevant areas; Qingdao will continue to carefully record and review regulatory documents related to optimizing the business environment to maintain legal unity; Qingdao will give full play to the efficiency of bankruptcy assistance funds policy and coordinate the use of a package of policies to stabilize growth; Qingdao will also strictly implement the regulations governing fair competition reviews to ensure a fair market order.

Regarding improving government service efficiency, Qingdao will strengthen the management and application of the list of administrative approval items to promote the upgrading of administrative approval from "fully handled online" to "intelligent approval and handling". The city will also implement a long-term mechanism to remove hidden barriers to market access, carry out self-examination and self-correction regarding violations of the negative list for market access, and improve and publish channels for making complaints about municipal-level market access barriers. Additionally, Qingdao will promote the interconnection of the "One-stop Service" platform with the "E-Policy Service" platform to standardize services and processes.
