Shandong issued the Action Plan for Optimizing Business Environment (Version 4.0) to support places like Jinan in building a national business environment innovation pilot city

On May 26, Shandong Provincial People's Government issued the Implementation Plan for Promoting Innovation and Improvement of Business Environment in Shandong Province.

In recent years, Shandong Province has continued to make breakthroughs and innovative enhancements in its business environment, and it now ranks the top in China in terms of overall level. According to the "Assessment of Business Environment for Private Enterprises" survey conducted by the All-China Federation of Industry and Commerce, Shandong has been ranked among the top ten provinces with the best business environment for three consecutive years.

The Plan includes 170 specific reform measures as part of its supporting measures, each one directly addressing and solving problems without any ambiguity, with a clear explanation of "what needs to be done, who will do it, when it will be done, and to what extent". Among these measures, there are 63 actions aimed at improving the full-cycle service level through innovation, such as expanding the policy allowing one company to set up branches while getting registered just once, developing a sound system of closing business registration, promoting "acceptance-registration synchronization", stepping up the pilot program of the architect responsibility system, publicizing the policy of transferring ownership of the real estate without canceling the record of mortgage and strengthening credit repair for bankrupt enterprises.
