Recently, Qingdao Municipal People's Government issued Several Measures on Promoting the High-quality Development of the Real Economy and the List of Policies for "Steady Growth and Quality Improvement" in 2023 (the Third Batch). This document has put forward 21 measures and 32 policies in eight aspects to further strengthen the real economy. Among the eight aspects are enhancing the leading and supporting role of sci-tech innovation, strengthening advanced manufacturing in both quality and quantity, accelerating the development of the modern service economy and ensuring policy guarantee.

Besides, 21 targeted measures in seven aspects focusing on key industries and fields have been proposed. Among them are revolving around enhancing the leading and supporting role of sci-tech innovation to accelerate breakthroughs in key generic technologies, promote the rebuilding of industrial foundation and speed up the transformation and incubation of innovation achievements; revolving around strengthening advanced manufacturing in both quality and quantity to promote advantageous industries to extend industrial chains, emerging industries to develop industrial chains and weak industries to enhance industrial chains; revolving around accelerating the development of the modern service economy to promote the integration of modern service with advanced manufacturing and agriculture and establish an efficient and smooth circulation system; revolving around improving the level of green and low-carbon development to establish and improve a green manufacturing system, accelerate improving the energy efficiency of the industries with high energy consumption and emissions, and promote clean and low-carbon energy development; revolving around creating a first-class business environment to promote intelligent and efficient government services, advance fair and orderly market competition, and ensure substantive and steady progress in the construction of rule of law.
