Thedocumenthasproposedtostrengthenbreakthroughsinbasicindustrialtechnology.Specifically,Shandongwillpromotetherebuildingofitsindustrialfoundation,compileacatalogueofindustrialfoundationinnovationanddevelopment,acceleratebreakthroughsincoreareassuchasmachinetools,keyrawmaterials,robots,optoelectronics,andhigh-endsoftware,andshoreupitsweaknessinbasicparts,basiccomponents,basicmaterials,basicsoftware,andbasicprocesses.Meanwhile,theShandonggovernmentwillimprovethesubsidymechanismforpurchasingandusingnewinnovativeproducts,theinsurancecompensationmechanismandothermechanismstopromotetheextensiveapplicationanditerativeupgradingofinnovativeproductssuchasthefirstsetofequipment,thefirstbatchofmaterials,andthefirstversionofsoftwareproducts.

Thedocumenthasalsorequiredafasterpaceinplanningfutureindustries.Qingdaowillstudyandformulateanactionplanforthehigh-qualitydevelopmentofShandong'sfutureindustries,accelerateplanningfrontierfieldssuchashumanoidrobots,metaverse,quantumtechnology,futurenetwork,carbon-basedsemiconductors,brain-likecomputing,deepseaandpolarregions,genetictechnology,anddeepseaandaerospacedevelopmenttopromotetheR&Dandapplicationof6Gtechnology.Accordingtothedocument,ShandongwillbuildleadingareasforfutureindustriesinJinanCityandQingdaoCity.Byrelyingoncharacteristicparksattheprovinciallevelorabovesuchashigh-techzonesandeconomicdevelopmentzones,Shandongstrivestobuildabouttenfutureindustrialclusterswithdistinctivecharacteristicsandstronginnovationabilitiesby2025.
