To maximize the breakthrough and leading role of reform and better serve the city's overall economic and social development, the CPC Zibo Municipal Committee and the People's Government of Zibo City issued the Implementation Plan for the "Ten Actions for Breakthroughs Through Reform" in Zibo City in 2023 to deepen reform in an all-around manner and accelerate the pace of high-quality development.

According to the document, a combination of problem-oriented and target-oriented approaches will be adopted, the breakthrough and leading role of reform will be maximized, and "ten actions for breakthroughs through reform" will be implemented.

Specifically, among these measures are continuously promoting the implementation of the "No.1 Reform Project" for optimizing the business environment, promoting the vigorous development of county economies of different districts in a coordinated manner, implementing the reform of carbon productivity, carrying out the reform of "standard plot" in parks, building an industrial promotion system that combines "chain chiefs and chain owners", creating an "inclusiveness sample" of finance for micro and small-sized enterprises, completing four service systems of old-age service, education supply, employment service and social assistance, deepening the reform of building Zibo into a smart city, building a system in which different parties work together for urban safety and harmony, and comprehensively deepening the efficiency reform for cadres.
