SCODA Builds Overseas Talent Enclaves

The Uzbekistan Overseas Talent Station of the China-SCO Local Economic and Trade Cooperation Demonstration Area (SCODA) has officially started operation a few days ago. It will serve as a new channel for China-Uzbekistan cooperation through industrial and trade contacts, education and training, etc. The SCODA aims to build a SCO international hub for talent exchange and cooperation, and build overseas talent enclaves under the model of "One Center and Multiple Stations" using the platform thinking. So far, it has launched an offshore innovation and entrepreneurship center in Russia and innovation and entrepreneurship workstations in Belarus, India, the Netherlands, Pakistan and Uzbekistan.

For the purpose of opening up channels for talent and technology introduction, and industry-university-research institute cooperation between SCO countries and countries along the Belt and Road routes, the SCODA plans to build overseas talent enclaves under the model of "One Center and Multiple Stations". With focus on key sectors, the model links a wide range of overseas universities, institutions and enterprises. It has gathered 26 foreign-funded enterprises and introduced 31 foreign high-level professionals. Moreover, the model has become a new link for enterprises in the SCODA to "go global". Linker Group, as a leading enterprise in energy introduced by SCO-Shanghai Venture Port, has established a branch in Russia based on an overseas enclave to implement energy cooperation projects. Furthermore, the model also promotes the Lomonosov Moscow State University and the China-SCO Institute of Economy and Trade to reach a cooperative intention. It is expected to train more than 2,000 international professionals annually, accelerate the convergence of talent, technology, capital and other resources in SCO, and propel the strengthening, renovation and extension of the industrial chain.
