Recently, the CPC Shandong Provincial Committee and the People's Government of Shandong Province issued the Outline of Shandong Province to Build a Strong Province with Quality. As stated in the document, by 2025, the overall quality of Shandong's development will reach a new level, the ability to promote development with quality and ensure people's livelihood will be further enhanced, people's sense of gain and satisfaction in terms of quality will continue to strengthen, and breakthrough progress will be made in building Shandong into a strong province with quality.

In terms of cultivating and expanding advantageous industrial clusters, the focus will be put on the province's top ten industries and efforts will be made to build bases for excellent products and develop a group of industrial clusters with distinctive industrial features, a complete industrial chain, stable and reliable quality, and strong innovative ability; constant work will be done to innovate the quality management mechanism of industrial clusters, establish a quality standard innovation platform, create unimpeded channels for the transformation and application of quality innovation achievements, accelerate the deep integration of new-generation information technology and manufacturing, cultivate an advanced manufacturing industrial cluster, and strive to develop it into a national industrial cluster; the action to revitalize the modern seed industry will be implemented, a group of seed enterprises and breeding complexes will be cultivated and expanded and efforts will be made to build a national advantageous and characteristic industrial cluster with an annual output value of more than RMB 100 billion; the construction of modern service industrial clusters such as digital economy, medical care and health, and boutique tourism will be promoted; the application of advanced technologies and quality management innovation will be strengthened to form industrial clusters characterized by excellent quality; the places where industrial clusters are located will be encouraged to become a national demonstration area for quality brand improvement.
