Shandong Plans to Build a Large PV Base: Creating Efficient Industrial Cluster

Shandong recently issued the Planning and Construction Plan for "Photovoltaic+" Base in Coal Mining Subsidence Areas in Southwest Shandong (2023-2030) (hereinafter referred to as the "Plan"), requiring that the land resources in coal mining subsidence areas in Zaozhuang, Jining, Tai'an, Heze and other places be fully utilized to plan and build a large-scale PV base in southwest Shandong, with a full scale of about 6 GW.

According to the Plan, by the end of 2025, the installed capacity of grid-connected PV generators will be 3 GW; by the end of 2030, all qualified projects will be completed and connected to the grid, and a vital fulcrum of the "Green Energy Corridor in the Lower Reaches of the Yellow River" will be built to promote the energy transformation and upgrading in resource-based areas. Relying on the construction of the base in southwest Shandong, it is necessary to explore and promote the comprehensive treatment and ecological restoration of coal mining subsidence areas, promote the coordination and unity of resource development and ecological environment protection, and realize the coordinated promotion of carbon reduction, pollution reduction, greening expansion and growth. It is necessary to drive and coordinate the development of industries. Taking the development of the base in southwest Shandong as an opportunity, Shandong will give full play to its advantages, tap the potential, strengthen the layout of the industrial chain, and drive the development of modern high-efficiency agriculture, new energy and new materials, fine tourism and other industries, creating a high-quality, efficient and intensive characteristic industrial cluster.
