Shandong Establishes a Targeted Contact Service Mechanism for Talents in Key Industries to Offer a Green Channel for High-level Talents

Recently, the Human Resources and Social Security Department of Shandong Province, together with the Organization Department of the CPC Shandong Provincial Committee, the Shandong Development and Reform Commission and the Department of Industry and Information Technology of Shandong Province, issued the Notice on Establishing a Targeted Contact Service Mechanism for Talents in Key Industries of Shandong Province (hereinafter referred to as the Notice). By taking advantage of the talent cards at the provincial and municipal levels, Shandong Province will incorporate the talents in key industries in the province into the provincial green channel service scope of high-level talents, in an effort to strengthen talent service guarantee and contribute to its industrial development. Among the talents are outstanding entrepreneurs and major operation, management and technical managers of leading enterprises in the province's "Top Ten" industrial clusters.

According to the Notice, each city in the province can select no more than 10 key industrial enterprises every year from, for example, the leading enterprises of the province's "Top Ten" industrial clusters and the main enterprises implementing the mechanism of integrating the talent chain, education chain, industrial chain, and innovation chain, and issue the "Shandong Talent Card" based on quota. Each enterprise can recommend an employee that has been introduced as an urgently needed talent to apply for the "Shandong Talent Card" every year, and the talent can enjoy green channel services in medical treatment, tourism and fitness, transportation, and other aspects in Shandong.
