Dongying has invited high-tech enterprises, small & medium-sized sci-tech enterprises, "chain master enterprises", leading enterprises, "gazelle enterprises", "unicorn enterprises", "single champions", "invisible champions", specialized, refined, distinctive and innovative "small giant" enterprises, outstanding start-up teams and high-level platforms, to start up in Dongying, in a joint bid to build a high-quality chained, clustered and open modern industrial system.

Industrial chain building is a basic project in high-quality economic development. Dongying will provide counseling and cultivation services to high-tech enterprises and small & medium-sized sci-tech enterprises, provide appropriate subsidies to headquarters-type enterprises, national high-tech enterprises, as well as specialized, refined, distinctive and innovative enterprises, and provide the most preferential policies for the introduction of top talents, leading talents, college student talents and overseas talents, as well as the establishment of high-level platforms.
