In order to improve the quality and efficiency of the manufacturing industry with financial support, Shandong has listed financial support for the development of the manufacturing industry in the 2022 Action Plan of the modern financial services industry, seeing to the implementation of policies and measures to support the high-quality development of the manufacturing industry with financial support, improving regulatory policies and incentive mechanisms, and guiding financial institutions to approve more medium and long-term loans in the manufacturing industry.

Focusing on building a strong manufacturing province, Shandong has formulated and issued Guiding Opinions of Shandong Province on Supporting the High-quality Development of the Manufacturing Industry with Financial Support, increasing capital inflows of the manufacturing sector, and striving for the mutual promotion between the guarantee of financial policies and the Two Plans, Two Victories (plan for COVID-19 prevention and control and plan for economic and social development; victory in COVID-19 prevention and control and victory in achieving this year's economic and social development goals). The Guiding Opinions states clearly that Shandong will gradually increase loan approval rates in the manufacturing industry, and strive to achieve a steady increase in the province's manufacturing loans, manufacturing credit loans and the proportion of medium and long-term loans.

In view of the actual situation of upstream and downstream enterprises in the manufacturing industry, the Guiding Opinions have put forward that the supply chain of the financial section should be innovated, in a bid to invigorate enterprise financing along the whole chain.

Shandong will also enhance the core competitiveness of the manufacturing industry, and prioritize the role of small and medium-sized enterprises in developing the manufacturing industry, especially the new, specialized, sophisticated and distinctive enterprises. To this end, Zaozhuang City has implemented a credit support program for the cultivation of new, specialized, sophisticated and distinctive small and medium-sized enterprises, and created a white list covering small giant enterprises, gazelle enterprises, and provincial and municipal "new, specialized, sophisticated and distinctive" enterprises.
