Shandong vigorously cultivates the industry of high-end wind power equipment, to support the large-scale development of offshore wind power. In regions which are close to offshore farms and have favorable port conditions, Shandong has introduced manufacturing projects of large offshore wind power equipment, including the whole machine, blades and tower, in a bid to become a leader in this aspect. Following the idea of "building the industrial chain, supplementing the industrial chain, strengthening the industrial chain, extending the industrial chain", Shandong has focused on the domestic key enterprises, carried out the "accurate investment" across the industrial chain, and sped up the formation of a good industrial ecology featuring close supporting service and coordinated development, to build offshore wind power equipment industrial chain.

At present, with Bohai Sea, the south and north of Shandong Peninsula as the focus, Shandong is accelerating the development of offshore wind power on a large scale, and sparing no effort to build a 10-million-kilowatt offshore wind power base. It plans to have 5-million-kilowatt capacity under construction this year, and 2-million-kilowatt capacity been put into production by the end of the year. In the future, for offshore wind power, Shandong will have a total installed capacity of more than 35 million kilowatts. With wind turbine foundations, offshore booster stations and other facilities, Shandong will carry out the demonstration project of floating offshore photovoltaic, to create an offshore clean energy base which leverages both wind and solar power.
