Shandong Boosts the Development of the Cultural and Creative Industries

In order to ride on the momentum of fast development of the cultural and creative industries, the Propaganda Department of Shandong Provincial Committee, the Department of Culture and Tourism of Shandong Province, together with the Cyberspace Affairs Office of Shandong Provincial Committee, Shandong Development and Reform Commission and other 20 departments and units, have recently drafted and issued "Measures to Promote the High-Quality Development of the Cultural and Creative Industries".

In the key areas, based on the province's development base and comparative advantages, Shandong has proposed to focus on cultivating and developing the ten key areas of cultural and creative industries, namely Shandong hand-made products, creative design, cultural intelligent manufacturing, creative films and television, audiovisuals, animation games, digital entertainment, cultural exhibitions, digital publishing and Eco-printing, research and cultural tourism.

For key measures, Shandong would adhere to innovation-driven development, highlight the intensification of elements, and has proposed six targeted policies to drive development through digital strategies, regional strategies, park bases, public platforms, top enterprises, high-end talents, so as to strengthen the existing foundation, develop potentials and advantages, make breakthroughs in weak links, and make up for shortcomings in development.

Regarding supporting policies, Shandong has proposed 18 targeted and useful policies in five areas, including the guarantee of elements, financial incentives, tax incentives, funds and financial support. The number of policies is not what matters, but the practicality of policies. As for the implementation of the policies, Shandong would see to it that the "chain chief system" in the industrial chains is fully rolled out, as well as put forward the construction of the "Six One" work promotion system for the key areas of cultural and creative industries, in a bid to carry out work efficiently, and form a good pattern of joint management.
