Shandong Launches Year of RCEP Implementation

Departments, including Qingdao Customs, Jinan Customs and China Council for the Promotion of International Trade Shandong Sub-council (CCPIT Shandong), jointly launched the year of RCEP (Regional Comprehensive Economic Partnership) for Shandong on March 24, releasing 9 measures in 3 aspects to guide Shandong's export-oriented industries and enterprises in better seizing major opportunities from RCEP, and improve Shandong's level of opening-up based on rules and related institutions.

According to the plan, with regard to improving the overall efficiency of RCEP implementation, Shandong will establish a mechanism of cross-departmental collaboration based on the provincial origin certification technology alliance, and implement the project for improving the service capacity of certifying authorities. With regard to promoting the release of policy dividends from RCEP, Shandong will finance the development of 1,000 enterprises and 10,000 talents, develop an import preference analysis system, and guide enterprises in selecting low and preferential conventional tariff rates. With regard to improving the level of facilitating preference enjoyment by enterprises, Shandong will establish an examination & issuance center for certificate of origin to support the RCEP Shandong Enterprise Service Center in developing a public service platform for FTA implementation integrating "an online digital platform with an offline one-stop service hall"; will propel the customs and CCPIT Shandong to conduct joint origin surveys, mutually recognize survey results, step up the cultivation of approved exporters, and strengthen the popularization of self-service printing of certificates of origin.
