Shandong Introduces "Top Ten Counties" Incentive Policies for Opening Up and Modern Circulation

In order to serve the construction of a new development pattern, the provincial Department of Finance and the Department of Commerce jointly issued the "Financial Incentive Policy Implementation Plan for Strong Counties of Opening Up and Modern Circulation" to determine the annual selection and determination of 10 strong counties of opening up and 10 strong counties of modern circulation. They will be given funding, financial support and priority for a range of key projects, including central and provincial ones.

Shandong has increased its policy support to the "Top Ten Counties". The provincial financial support for each strong county is mainly used to support key projects, such as the promotion of the quality import and quality export projects, the upgrading of distribution facilities, the strengthening of the circulation main body, and the innovative development of the circulation business model; the central and provincial governments will give priority to the strong counties in the implementation of key projects such as the foreign trade and investment pilot project and the large-scale circulation enterprise group cultivation project.

For the strong counties of opening up, the coverage of their export credit insurance and the scale of policy-based financial loans will be expanded, and support for financing policies such as tariff guarantee insurance and tax refund e-credit will be increased. In addition, the provincial new and old growth drivers’ transformation fund gives priority support to eligible key projects in strong modern circulation counties and strong counties of opening up through guiding the funds and other means.
