It has unique advantages and broad prospects for development in terms of the construction of offshore wind power. In recent years, Shandong has taken the development of offshore wind power as an important starting point for promoting green energy transformation, accelerated the large-scale development of offshore wind power and coordinated development of high-end equipment industry, and the construction of offshore wind power has sped up.

To promote the large-scale and intensive development of offshore wind power, Shandong province has compiled the Development Plan of Shandong Offshore Wind Power (2021-2030), focusing on the three major areas of the central Bohai Sea, the north of the Shandong Peninsula and the south of the Shandong Peninsula, to build a 10 million-kilowatt offshore wind power base. Shandong will accelerate the construction of affordable offshore wind power projects, promote pilot and demonstration projects for integrated development of offshore wind power and marine pastures, explore multi-level development of offshore wind power projects and other forms of development and utilization, give full play to the comprehensive benefits of the utilization of marine resources, and promote the large-scale development of offshore wind power.

Shandong will promote the integrated and concentrated development of the equipment industry. Adhering to the strategy of the overall coordinated development throughout the province, Shandong will speed up the integrated and concentrated development of the offshore wind power equipment industry, improve industrial efficiency and equipment supply capacity, and support the large-scale development of offshore wind power under the condition of parity. Following the idea of "building the industrial chain, supplementing the industrial chain, strengthening the industrial chain, extending the industrial chain", Shandong will adhere to the combination of government promotion and market operation, focus on the domestic key enterprises, carry out the "accurate investment" across the industrial chain and the introduction of a batch of leading enterprises as well as projects supplementing the chain, speed up the formation of a good industrial ecology featuring close supporting service and coordinated development, to build offshore wind power equipment industrial chain.
