The CPC Shandong Provincial Committee and the Shandong Provincial People's Government have recently released the Action Plan for Developing a Strong Marine Province. This is another major decision and plan of the committee and government in the new-round development of a strong marine province after they released the Action Program of Shandong Province for Developing a Strong Marine Province in 2018.

The Plan proposes "nine actions", covering marine technology innovation, the protection of marine ecological environment, the building of world top ports, the expansion of emerging marine industries, the upgrading of traditional marine industries, marine opening-up and cooperation, etc. 11 articles of two parts were set forth for marine industry development, calling for efforts to expand emerging marine industries and upgrade traditional marine industries.

The Shandong Development and Reform Commission released Shandong's second list of strategic emerging industries (proposed) on March 4. Qingdao's industrial Internet industry cluster and integrated circuit industry cluster are on the list.

The Qingdao Municipal Bureau of Industry and Information Technology has recently released the 2022 Work Plan for Undertaking Key Collaborative Research on Industrial Technology Innovations, inviting manufacturing enterprises or consortiums of manufacturing enterprises and upstream and downstream enterprises, to conduct collaborative research on innovations in key processes, core technologies and generic procedures under Qingdao's overall industrial layout.

The Plan sets forth the key tasks for undertaking and the key industries involved, including five key top industries for development: modern ocean, next-generation information technology, intelligent home appliance, rail transit equipment, new energy vehicles; 4 key traditional superior industries for renovation and upgrading: equipment manufacturing, high-end chemicals, food & beverage, textile & apparel; as well as 3 key emerging industries for cultivation: biomedicine, new materials, aerospace.
