Shandong Province’s High-Quality Push for RCEP to Take Effect

Recently, it was learned from the Department of Commerce of Shandong Province that there have been 25 enterprises in Shandong Province identified by the Customs to become approved exporters as of late January. They can independently issue the Declaration of Origin of the Regional Comprehensive Economic Partnership and enjoy tariff concessions. Since last April, Shandong Province has introduced a series of high-quality policy measures to promote RCEP. There are already 2103 foreign trade import and export enterprises in Shandong province directly benefited, which helps to drive Shandong province from being a "large foreign trade province" to a "strong foreign trade province".

Shandong Province seized the new opportunities of RCEP and issued the "Advance Action Plan for the Implementation of the Regional Comprehensive Economic Partnership" in April 2021, formulating 20 policy measures and specifying 75 specific tasks. Led by the Department of Commerce of Shandong Province, a coordination mechanism has been established in the Leading Group of Opening-up in Shandong Province to enhance the strength of services to foreign trade enterprises and make joint efforts to promote the implementation of the RCEP. The above measures have achieved good results.

So far, there have been 2070 kinds of goods exported to Japan and 1372 kinds of goods imported from Japan in Shandong Province with tariffs reduced to zero. After preliminary calculations, export goods from Shandong Province can enjoy tariff concessions of about 380 million RMB in Japan, import goods from Japan can save 900 million RMB in import tariff costs. For example, Yantai Tiezhongbao Steel Processing Co., Ltd. revealed that the import tax rate of Japanese alloy steel has been reduced from 3% to zero. The company has imported 560 tons of alloy steel in January, and this measure has greatly reduced the cost of tax burden. Besides, its alloy steel imports are expected to increase by about 70% in 2022. More than 60% of Shandong Meijia Group's processed food is sold to Japan, and the implementation of RCEP has brought the company a more level playing field with CPTPP agreement countries such as Vietnam.
