Recently the Ministry of Transport, the National Railway Administration, the Civil Aviation Administration of China, the State Post Bureau and China State Railway Group Co., Ltd. have jointly released the "Fourteenth Five-Year" Plan for the Development of a Modern Integrated Transportation Hub System (Hub Plan). The Hub Plan includes 20 international integrated transportation hub cities and 80 national ones to be prioritized in the "fourteenth five-year" period. Shandong has five cities on the lists: Qingdao was included as an international integrated transportation hub city; Jinan, Yantai, Weifang and Linyi as national integrated transportation hub cities.

According to the "Fourteenth Five-Year" Plan of Shandong Province for the Development of Integrated Transportation released by the Shandong Provincial People's Government in 2021, Shandong will develop Qingdao and Jinan into international integrated transportation hub cities, Yantai, Weifang, Linyi and Heze into national ones in the "fourteenth five-year" period. Most of them were listed among China's top 100 transportation hub cities.

The Plan of Shandong Province for the Long & Medium-term Development of Integrated Transportation Network (2018-2035) released in 2018 analyzed the advantages of the transportation hub cities listed. For example, Jinan is the capital of Shandong Province, the regional center city in the Bohai Rim region and the middle and lower reaches of the Yellow River, as well as the core city in the Shandong Peninsula City Agglomeration. With a superior location and a strong feature of international service, Jinan is a pivot and portal city via which Shandong opens to the outside world and realizes high-quality development.

With a strong feature of international service, Qingdao is a major national integrated transportation hub, an important international costal center city and port city, a node in the "Belt and Road" New Eurasian Land Bridge Economic Corridor, a strategic fulcrum for maritime cooperation, an international shipping hub in Northeast Asia, as well as an important international hub airport along the west coast of the Pacific.

Located between Shandong Peninsula and Liaodong Peninsula, between northeast China and South China, Yantai is an important transportation hub connecting Bohai Bay with the eastern coastal industry belt and linked to Northeast Asia. Weifang is an important node city in the Bohai Rim region, as well as a major hub linking Shandong Peninsula to inland areas. Linyi, which meets the basic conditions for developing into a national integrated transportation hub, is a major regional integrated transportation hub, one of China's 50 railway hub cities, a national modern industry & trade city and business logistics center, as well as an important node city open to the outside world in northern Shandong.

In recent years, with a focus on the development of integrated transportation hub cities, Shandong has set clear targets and development goals, and advanced related work progressively. According to the overall development goal of Shandong's transportation industry in the "fourteenth five-year" period, by 2025, Shandong will initially establish a sound, convenient, efficient, green and economical modern integrated transportation system, give full play to its role as a fulcrum with sea access to the Bohai Sea and the Yellow Sea and connected to the world, and become an integrated transportation hub in Northeast Asia and along the "Belt and Road".
