The Information Office of the People's Government of Shandong Province held a press conference on December 10, introducing the high-quality development of Shandong's manufacturing sector. According to Ling Wen, Vice Governor of Shandong Province, Shandong will strive to basically build a strong manufacturing province, initially create a characteristic modern manufacturing system and keep ahead in terms of the high-quality development of manufacturing by 2025.

As a large industrial and manufacturing province, Shandong has confidence, ability and responsibility to stay ahead in terms of high-quality development, Ling said. In the "fourteenth five-year" period, Shandong will earnestly implement the Plan of Shandong Province for Building a Strong Manufacturing Province in the "Fourteenth Five-Year" Period, take firm steps in promoting the high-quality development of manufacturing, resolutely win a victory in upgrading the industrial base and modernizing industry chains, strive to basically build a strong manufacturing province, initially create a characteristic modern manufacturing system and keep ahead in terms of the high-quality development of manufacturing by 2025.

Shandong will take concrete measures in five aspects.

Focusing on serving and integrating the new development pattern, and endeavoring to open up a broader space for Shandong's manufacturing sector: Shandong will participate in the high-quality development of the "Belt and Road", and strengthen local industrial cooperation with RCEP members; will step up China-Japan-South Korea regional cooperation, deepen cooperation with Europe and America, and develop new points of industry convergence and advantage complementation, so as to improve levels of international cooperation and enhance the international competitiveness of Shandong's manufacturing sector.

Focusing on making good use of both existing and additional resources, and endeavoring to optimize and upgrade the industrial system: Shandong will keep a close eye on carbon peaking and neutrality, firmly contain the blind development of high energy-consuming and high-emission projects, and speed up the elimination of backward capacity, the dissolution of excess capacity and the exit of inefficient capacity; will step up digital, network-based and intelligent technology renovations, implement 10,000 technical renovation projects and transform 10,000 enterprises in a rolling way, and comprehensively improve the modernization level of Shandong's traditional superior industries; will focus on developing next-generation information technology, high-end equipment, high-end chemicals, new materials, modern medicine and other industries, and foster key new drivers.

Focusing on deepening the "chain system" working mechanism, and endeavoring to accelerate the upgrading of the industrial base and the modernization of industry chains: Based on 42 industry chains in 9 key industries, Shandong will advance the work of supply chain and industry chain alliances in an orderly manner, accelerate efforts to bring in and implement some supporting projects, foster some industrially influential pioneering enterprises, promote the specialized, refined, characteristic and innovative development of small & medium-sized enterprises, improve the independence and controllability of industry and supply chains; will make up deficiencies and build strengths in an coordinated manner, speed up efforts to achieve breakthroughs in key and core "bottleneck" technologies, enhance sci-tech self-reliance, and improve the levels of independence, controllability, security and efficiency.

Focusing on accelerating digital development, and endeavoring to promote industrial digitalization and digital industrialization: Shandong will accelerate the construction of new information infrastructure such as 5G network and data center, and perfect the ultra-high-speed, large-capacity and intelligent next-generation communication network; will deepen the construction of Jinan-Qingdao Pilot Area for Innovative Application of Artificial Intelligence, press ahead with the construction of Shandong Future Network Institute, and accelerate the construction of "China Computing Valley", to shore up the foundation of the digital industry; will carry out the manufacturing digitalization action and implement the service campaign of "10,000 digital specialists"; will deepen the project of industrial Internet platform development, and build Shandong Peninsula Industrial Internet Demonstration Area at high levels.

Focusing on optimizing the development environment, and endeavoring to build a mechanism for the high-quality development of manufacturing: Shandong will optimize the mode of fiscal and tax support, and intensify support to manufacturing; will optimize the financial ecology of manufacturers, and effectively guide social capital in increasing investment in manufacturing; will strengthen the coordination of factor support, deepen the reform of "yield per mu benefit" evaluation, and promote the accelerated development of high-end, high-quality and high-efficiency enterprises; will actively bring in and cultivate high-end talents, build outstanding entrepreneur teams and strengthen high-skill talent training; will optimize the business environment, continue to deepen the reform of "streamlining administration, delegating powers and optimizing services", prevent and clear arrears to private small & medium-sized enterprises on a legal, regular and long-term basis, and help enterprises reduce costs and burden.
