Total Testing Mileage of ICVs in China Exceeds 5.3 Million KM

The official website of the Ministry of Industry and Information Technology (MIIT) recently issued the reply to Proposal No. 7204 of the Fourth Session of the 13th National People’s Congress. In the reply, the MIIT stated it would adhere to the strategy of promoting both intelligent and connected development, accelerate the development of key core technologies, strengthen the construction of infrastructures for connected development, and deepen testing demonstration and pilot test, so as to facilitate the high-quality development of China’s automobile industry.

According to MIIT, in the process of promoting ICVs industry, it has always adhered to the development strategy of “single vehicle intelligence + networked empowerment”.

In terms of ICVs road testing management, more than 3,200KM roads are opened for testing in China, and more than 700 test licenses have been issued. The total road testing mileage has exceeded 5.3 million KM. Manned and cargo demonstration applications have also been carried out in Changsha, Shanghai, Beijing and other places.

In terms of infrastructure construction, key highways in China are selected to make IoV deployment, supporting the implementation of key projects such as IoV reform of Beijing- Shanghai Highway, and promote the construction and upgrading of C-V2X infrastructure of G2 Beijing-Shanghai Highway.

MIIT said it would support Wuxi of Jiangsu, Xiqing of Tianjin, Changsha of Hunan and Liangjiang New Area in Chongqing to build the national leading area for IoV, provide a sound environment for cross-industry integration and innovation, and accelerate the construction of IoV infrastructures.

It is reported that MIIT, together with the Ministry of Housing and Urban-Rural Development, has organized the pilot test about the coordinated development of smart city infrastructures and ICVs, promoted the construction of  infrastructures for intelligent development, new network facilities, construction of Auto City Network platform and the improvement of standard regulations. Six cities such as Beijing and Shanghai have been designated as the first batch of pilot test cities.

In terms of standard formulation and technological innovation, at the beginning of 2020, the MIIT, together with the Ministry of Public Security and the Ministry of Transport, studied and formulated the Regulations on Road Test and Demonstration Application of ICVs (Provisional) (hereinafter referred to as the New Regulations), which has publicly solicited comments and is undergoing the release procedure. The New Regulations has liberalized the test restrictions on highways and other types of roads, allowing manned and cargo demo application of safe and reliable vehicle products that have passed the road test of a certain mileage, speeding up the unification of test items and standards & regulations, and making it clear that there is no need to repeat the test after passing the test in one place, so as to reduce the burden of enterprises and lower down the test demonstration costs. It also supports Jiangsu, Zhejiang, Shanghai, Anhui, Beijing, Tianjin and Hebei to sign road test mutual recognition cooperation agreements respectively to realize regional data sharing and mutual recognition of test results; organizes the preparation of the Road Test Sharing and Mutual Recognition Road Map for ICVs, and implements the sharing and mutual recognition.

According to the MIIT, it will accelerate the release and implementation of the Regulations on Road Test and Demonstration Application of ICVs (Provisional), support industry institutions and enterprises to carry out road test in a wider range, carry out demonstration applications in a variety of scenarios, further promote data sharing and mutual recognition of results, and encourage the exploration of commercial development models.
