143 Projects of Shandong Win National Science & Technology Award during "Thirteenth Five-Year" Period

At the recent 30th Meeting of the Standing Committee of the 13th Shandong Provincial People's Congress, the attendees listened to the report of the provincial government on the province's sci-tech work. According to the report, in recent years, Shandong has persisted in sci-tech innovation and institutional innovation, resolutely removed institutional barriers restricting sci-tech innovation, significantly improved the overall efficiency of the innovation system, and been ranked 6th in China in terms of regional innovation capacity.

Accelerated creation of strategic sci-tech forces
Shandong has accelerated the building of the Pilot National Laboratory for Marine Science and Technology (Qingdao), inaugurated six provincial laboratories, completed 21 state key laboratories, and achieved initial results in the development of the Center for Ocean Mega-Science, Chinese Academy of Sciences (CAS), the CAS Jinan Sci-tech City, the Shandong Institutes of Industrial Technology, the Shandong Institute of Advanced Technology and the Shandong Energy Institute.

Accelerated breakthroughs in key technologies
During the "thirteenth five-year" period, Shandong organized the implementation of nearly 1,000 major sci-tech innovation projects in fields such as next-generation information technology, AI and biotechnology, achieved major sci-tech innovations such as the key technology of powertrain for heavy-duty commercial vehicles, and had 143 projects winning the National Science & Technology Award.

Accelerated improvement of high-tech industries
During the "thirteenth five-year" period, Shandong had 14,600 high-tech enterprises, ranking 6th in China. The output value of Shandong's high-tech industries accounted for 47.41 percent of the total output value of Shandong's industrial enterprises above the designated size, up over 2.5 percent annually.
Accelerated agglomeration of innovation talents
There were 101 academicians in Shandong and 1,224 national leading talents in Shandong as of late June 2021, both up over 100 percent, the total number of graduates from double first-class universities settling in Shandong in 2020 was 2.1 times that in 2019, and a growing number of talents flowed into Shandong.

Optimizing the allocation of sci-tech resources
Shandong has set up the "provincial sci-tech innovation development fund" with an annual scale of at least 12 billion yuan for four key innovation fields: the development of major key generic technologies, major original innovations, guidance on major technology innovations and industrialization, major innovation platforms. Shandong has offered guidance on the effective allocation of innovation resources based on market demand, innovatively implemented sci-tech fund equity investment projects, and invested a total of 820 million yuan in 37 enterprises in recent two years, driving social capital about three times the investment to fund sci-tech enterprises.

Improving the talent incentive mechanism
Shandong has accelerated the implementation of the distribution policy oriented to enhance the value of knowledge, increased rewards for major contributors to the completion and transformation of job-related sci-tech achievements, rewarded individuals with no less than 70 percent of revenues from achievement transformation and key contributors with no less than 50 percent, vigorously implemented various income distribution and inclination policies such as merit pay inclination, agreed wage system, annual salary system and project pay system. Now 127 talents at provincial universities and colleges enjoy merit pay inclination, 21 talents are subject to the annual salary system and 217 talents are working under the agreed wage system.
