Clusters of special industries have been developed in Shangdong. The reporters learned from the recently held Shandong Province special industrial cluster development promotion conference that Shandong Province has cultivated 35 provincial special industrial clusters in two batches, gathering 38,600 enterprises, to form a strong driving force supporting the economic development of the whole province.

With a focus on the shifting from the old dynamic to the new one, 16 cities in the whole province implement measures supporting the development of industrial clusters with local characteristics by taking the intensive cluster development as the important means of improving industrial comprehensive strength and competitiveness to promote the high-quality development of the special industries. In Daiyue District, Tai'an City, the cultivation of green building materials special industrial cluster has solved the problem that local gypsum, rock salt, and other resources are exhausted and the ecological cost is too high so that enterprises have gained new vitality from the R&D, production, and application of green building materials, which 133 enterprises in the cluster boast accumulated 526 national patents and annual revenue of RMB 11.012 billion reached by the end of last year.

Our province proposes to create about 100 provincial special industrial clusters during the 14th Five-year Plan. Shan Lipo, the Director of China SME Development Promotion Center, said, "The development core of the SMEs belonging to special types is innovation. Many of them have an insufficient capability of innovation that should be improved in the promotion of special industrial clusters. And the public service institutions should also give full play to their professional advantages to help SMEs connect with core enterprises, so as to enhance the overall strength of the cluster".

Our province, from September, will select 2 to 3 clusters within the province as the first batch within two months to help no less than 100 local qualified enterprises in each cluster enter the supply chain system of no less than 10 corresponding leading enterprises nationwide in virtue of "1688" bulk industrial products purchasing and marketing platform, and the national industry association and other resources. In the meantime, our province will spend five months from August organizing provincial expert volunteer service teams, brand promotion lecturing teams to develop tailored brand improvement plans for 35 special industrial clusters in a face-to-face way. Furthermore, they will also help the enterprises in the clusters promote products and implement brand expansion by series activities of "Shandong manufacturing in everywhere through Internet".
