Recently, the General Office of Jinan Municipal Party Committee and the General Office of Jinan Municipal Government printed and issued the Plan on Strengthening Protection of Intellectual Property Rights Implementation (Plan for short). The Plan sets out that Jinan will build an agglomeration zone of high-end intellectual property service industry by the end of 2021, at which is based on Jinan, serves the whole province, covers East China and the Yellow River Basin, to provide one-stop, full chain, international intellectual property services for enterprises.

The Plan also sets out that Jinan will strengthen the construction of Jinan Intellectual Property Court, actively strive for the intellectual property rights adjudication jurisdiction to the courts at district and county levels, promote the civil, criminal, and administrative (three-in-one) adjudication of intellectual property rights by the grass-roots courts with jurisdiction in general intellectual property cases, and explore the establishment of adjudication and compensation rules for copyright, trademark rights, and franchise disputes.

In protecting intellectual property rights in new business forms and new fields, it will strictly protect geographical indications, special marks, official marks, Olympic marks, and new plant varieties, for the purpose of accessing the rank of national geographical indication product protection demonstration zone. A "direct train" regulation of intellectual property rights protection will also be built by selecting more than 200 key enterprises, industry associations, and e-commerce platforms to establish a database of key units for intellectual property protection and prepare guidelines for enterprise intellectual property protection.

Jinan will facilitate the construction of China (Jinan) Intellectual Property Protection Center, realizing quick review, quick rights confirmation, and quick rights protection, providing a quick collaborative protective green channel of intellectual property rights for key industries, support and encourage qualified districts and counties to establish national-level intellectual property rights quick protection centers.

Jinan will promote the establishment of the alliance for intellectual property quality development in the provincial capital economic circle and Yellow River basin to carry out regional coordinated law enforcement to strengthen information exchange and investigation of infringement and counterfeiting cases. In addition, Jinan will strive to establish the branch center of the National Overseas Intellectual Property Dispute Response and Guidance Center to improve the mechanism of overseas intellectual property rights protection and establish an expert database of overseas intellectual property rights protection. Moreover, Jinan will promote the quick protection mechanism for intellectual property disputes in Jinan's old and new dynamic shift starting area, Jinan district of China (Shandong) Pilot Free Trade Zone to cut through the quick green channel for intellectual property rights protection.
