Seventeen Measures Contribute to Jinan’s New and Old Kinetic Energy Conversion Starting Area to Create a Talent Highland

Recently, the Human Resources and Social Security Bureau of Jinan visited Jinan's new and old kinetic energy conversion starting area. The two sides discussed and reached a consensus on 17 cooperation development issues in 5 major areas, including employment and entrepreneurship, talent services, social insurance, flexible employment security, and public services. The Human Resources and Social Security Bureau of Jinan will focus on the talents needed in the starting area, and fully support the starting area to do a good job of attracting talents, gathering talents, retaining talents, and employing talents to provide strong talent support for the development of the starting area.

As for talent introduction, the bureau focuses on key industries, fields, industries, and parks in the starting area, introduces urgently needed talents, closely links the introduction of talents with the industrial structure, and increases the openness and accuracy of talent introduction. The bureau focuses on strengthening the exchange and cooperation of high-level and scarce professional talents, the city and district organize groups across provinces and cities to introduce high-level and scarce professional talents needed by key enterprises, jointly organize talent intelligence fairs and other forms to carry out talent intelligence exchanges, and hold on-line recruitment fairs on a regular or irregular basis for high-level and in short supply professionals.

In terms of talent gathering, the bureau supports the Yellow River Digital Economy and Smart Logistics Industrial Park in the starting area to build a business incubation base for college students, and provide a package of services for college students in the Yellow River Basin to start businesses in the starting area. Through the purchase of social services, professional management teams are introduced to be responsible for the daily operation management of business incubation base. In accordance with market rules, it cultivates and introduces various types of start-ups, independently carries out special services for entrepreneurship, comprehensively improves the service quality and professional level of entrepreneurial incubation bases, and builds a first-class entrepreneurial incubation base in the country.

In terms of talent retention, relying on the national-level Jinan Human Resources Industrial Park to build a human capital industrial park in the starting area, and build a comprehensive service system of integrating talent recruitment, personnel agency, labor dispatch, management consulting, vocational training, headhunting services, cooperative alliances, and foreign exchanges. It strengthens exchanges and cooperation with central cities along the Yellow River, support the construction of human capital industrial centers in the starting areas, and break through the system and mechanism obstacles in the flow, use, and functioning of talents. It focuses on creating more flexible employment opportunities, encouraging and supporting self-employment, optimizing the matching of flexible employment supply and demand, carrying out targeted vocational training, maintaining the labor security rights of flexible employees, and creating a good environment that emphasizes and supports flexible employment, promotes flexible employment growth and quality improvement and supports flexible employment development through multiple channels. Eligible employers or individuals shall enjoy support policies such as one-off start-up subsidies, one-time start-up job development subsidies, start-up secured loans, and flexible employment social insurance subsidies.

In terms of talent utilization, it supports the starting area to independently carry out professional title review, and give priority to solving the professional titles and positions required by high-level talent teams, as well as post-doctorate entry and station establishment. The city and district cooperate to determine the topic selection for advanced training according to needs, promote the sharing of continuing education resources, and jointly undertake advanced training classes for professional and technical personnel. It supports the scientific and technological talents of universities, research institutes and state-owned enterprises to work part-time and get paid according to amount of work they bear in terms of regulations in the starting area.
