1. The output value of pharmaceutical industry in Shandong Province ranks first in China for 12 consecutive years. In 2018, the output value of biomedical industry in Shandong Province will be nearly RMB500 billion. There will be 14 top 100 pharmaceutical enterprises in China. The output value of medical devices and Healthcare & elderly care products will rank third and second in China respectively. 2. Jinan is the city with the largest number of new drug numbers in China, with more than 1300 drug numbers. There are more than 200 medical equipment manufacturing enterprises, which are one of the import ports of drugs. There are 27 Grade III hospitals and 6,188 medical and health institutions of various types. There are 48 universities, including Shandong University, Qilu Medical University, Shandong Academy of Medical Sciences, Shandong University of Traditional Chinese Medicine and so on, with 720,000 college students. Biomedical industry is one of the 10 hundreds of billions industries in Jinan. 3. Focus on the introduction of fine chemical projects such as pharmaceuticals and high value-added pesticides and veterinary drugs. The project shall meet the requirements of environmental protection, energy conservation and safety, and meet the admission standards of provincial development zones, with an average output value of RMB4 million per mu, an average fixed investment of RMB2.8 million per mu, and an average tax revenue of RMB300,000 per mu and above. For pharmaceutical projects that enter the standard factory buildings, the sum of value-added tax and enterprise income tax shall be RMB500/square meters or above.
In accordance with the relevant provisions and requirements of the Measures for the Administration of Identification of Chemical Parks in Shandong Province (LZB Zi (2017) No. 168) and the Measures for the Administration of Identification of Chemical Parks in Shandong Province (LZB Zi (2018) No. 8), At the end of 2017, relying on the foundation of Shanghe Economic Development Zone in Shandong Province and the foundation of medicine and chemical industry, We started to prepare for the construction of Jinan Pharmaceutical and Chemical Industrial Park. In January 2019, the spirit of the Circular of the General Office of People's Government of Shandong Province on Publishing the Third Batch of Mindan Chemical Parks and Specialized Chemical Parks (LZB Zi (2019) No. 4), Jinan Pharmaceutical and Chemical Park has been approved by the third party and provincial government. It is managed by the Management Committee of Shandong Shanghe Development Zone. It is located in the east-central part of Shandong Shanghe Economic Development Zone, with a planned area of 7.33 square kilometers. The industry orientation is mainly pharmaceutical chemical industry, supplemented by other fine chemical industry. Platform carrier 1. Industrialization Base of High-end Chemical Raw Material Medicine Establish strategic cooperative relationship with Jinan High-Tech Industrial Development Zone Life Science City in 2016. We will plan to build an industrial base for high-end APIs. It is a public platform for pilot testing of chemical raw materials in pharmaceutical and chemical parks, providing a series of supporting services such as pharmaceutical and medical device product display, conference services, financial services, legal consultation, use of public R&D equipment and reagents, administrative examination and approval, and government funding declaration for resident enterprises. It is an important platform for promoting the transformation of scientific and technological achievements and highlighting the incubation of industries. The total investment is RMB243 million, covering an area of 159mu and a total construction area of about 113,000 square meters. At present, the company has signed contracts with nine enterprises, including Asia Pharma, Wutong Chemistry and Jingyuan Chemistry. 2. Shandong Innovative Medicine Demonstration Park Shandong Innovative Medicine Demonstration Park adopts the operation mode of "independent third-party platform commercial service + industrial real estate". Relying on the public service platform for gene detection, the public service platform for chemical and pharmaceutical pilot experiments, the public service platform for biomedical materials and tissue engineering, the platform for off-line project industrialization of member enterprises of the pharmaceutical financial circle, and the cross-regional cooperation platform for industrial transfer, we are committed to building an industrial-scale production base for high-tech pharmaceutical raw materials, intermediates and chemical drugs, and an industrial demonstration park for drug marketing license holders. The project covers an area of 500mu, with a total construction area of about 400,000 square meters and a planned investment of about RMB1.5 billion.
