Shanghe County People's Government authorized Shanghe County Health and Family Planning Bureau as the project implementation agency. The estimated total investment of this project is RMB1,155,947,000 and the registered capital of the Project Company is RMB231,189,400, of which 5% is contributed by the government and 95% by the social capital. The remaining RMB924.7576 million will be financed by the social capital side. This project adopts the "construction-operation-transfer" (BOT) mode, with a total cooperation period of 23 years, a construction period of 3 years and an operation period of 20 years. The project company is responsible for investment and fund-raising, construction, operation and maintenance. The project company shall be responsible for the operation, management and maintenance of the project through the management rights obtained from the project operation period. The return of the project company is divided into two parts, including the operating income obtained in the course of the project operation and the gap subsidy paid by the government. This project adopts the return mechanism of "feasibility gap subsidy". This project cannot make the social capital obtain reasonable income for the user payment, the government provides certain subsidy to make up for the gap beyond the user payment, to ensure the reasonable profit of the social capital.
