Focus on Implementation! Let's See What Shandong Province Will Do

Heightening Stance and Focusing on Implementation to Push Civil Affairs Work Forward

Shandong's mobilization meeting of "Living up to Our Responsibility and Focusing on Implementation" sounded the call to build a strong modern province in the new era, inspiring us. In order to implement the spirit of the meeting, we specially took one week to hold a seminar to carry out in-depth study and discussion on "what to implement, how to implement, and what standards will be based on". Our most key task is to put various policies of the Party and the government to guarantee people's livelihood in place so as to make the fruits of reform and development benefit the people to the greatest extent.

First, heightening political stance. When General Secretary Xi Jinping visited Shandong in June last year, he gave important instructions on guaranteeing and improving people's livelihood. We should first heighten our political stance to consciously follow General Secretary Xi Jinping's important statement on civil affairs concerning people's livelihood, consciously plan, deploy and push forward civil affairs work under the overall situation of Shandong Province, and focus on implementation with a wider vision, and higher standards and requirements.

Second, highlighting key tasks. According to the deployment requirements of the "Year of Implementation", we will fully implement the "Three Mosts, One Special" (the most essential livelihood guarantee, the most basic social services, the most fundamental social governance and special administrative management) of civil affairs work after the institutional reform. We will promote the overall construction of social assistance system, old-age service system, grassroots power and community governance, child welfare guarantee, social organization registration and management system reform, division place names management, social affairs management, as well as charity and social volunteering service. The responsibilities for implementation will be broken down one by one and put on responsible persons.

Third, perfecting mechanism for accurate implementation. We will establish an accurate implementation mechanism of "Four Ones" to list the key tasks deployed by Shandong Provincial Party Committee and the People's Government of Shandong Province item by item, and implement one report for each month, one supervision for each quarter, one notification for the study for half a year, and one debriefing and assessment for each year. We will fasten the chains of task, responsibility and implementation to improve the accuracy of implementation and form a long-term mechanism for implementation.

Fourth, deepening reform and innovation. On the one hand, we will carry out benchmarking study to learn from the advanced experience and practices of other provinces and cities, immediately go to their institutions for study and inspection and work out benchmarking schemes. On the other hand, regarding the pain points, choking points and difficulties in the work, we will further increase the innovation of various business systems and mechanisms, deepen the self-targeted reform of streamlining administration and delegating power in civil affairs work, and strive to improve our service.

Fifth, fortifying grassroots work. Centering on solving "the last mile" problem of civil affairs work in serving the people, and improving our service capability and level, we will actively promote the construction of organizational guarantee system for county, township and village in civil affairs work to adapt to the new era, and ensure that there are people, places, money, methods and regulations in grass-roots civil affairs work.

Sixth, stipulating endogenous power. We will establish and improve the system and mechanism to encourage Party members and cadres to assume their responsibilities and start up businesses. We will further adopt the right approach in appointing officials, with having courage to shoulder responsibilities, being willing to do things, being good at doing things and being able to do things successfully as the important criteria. We will also materialize the policies and systems for selecting awards and excellence, and apply various good cadre policy resources to those with a sense of responsibility and enterprising spirit.

Firmly Shouldering the Financial Responsibility of Building a Strong Modern Province in the New Era

Implementation follows the deployment. When the work kicked off after the Spring Festival, Shandong Provincial Party Committee and the People's Government of Shandong Province held the mobilization meeting of "Living up to Our Responsibility and Focusing on Implementation", which indicated the clear direction of assuming responsibilities and showed the strong determination to focus on implementation. On the same day, Shandong Province Finance Bureau immediately convened the leading Party group enlarged meeting to study the meeting spirit, put forward implementation opinions, and define annual main work. We refined the 2019 financial work into 16 key work areas, 57 key tasks and 187 specific promotion measures, and established the lists of responsibilities and tasks and a timetable to resolutely shoulder the financial responsibility of building a strong modern province in the new era.

First, calibrating the "compass" to implement major decisions and arrangements. We will firmly grasp the correct direction of financial work, and further enhance the awareness that "government leads the finance which in turn serves the government". We will follow the decisions and arrangements of Shandong Provincial Party Committee and the People's Government of Shandong Province to actively consider problems, raise funds, formulate policies and establish mechanisms under overall political situation, and allocate financial resources more rationally in order to make the financial policy flow and capital flow also follow the decisions.

Second, strengthening revenue and expenditure management. The finance will suffer great pressure of revenue decreasing and expenditure increasing. The conflict between them is prominent this year. We will strive to increase revenue and reduce expenditure, and tap the potential of management to increase benefits and revenues of the Party and the government. We will further improve the mechanism for ensuring tax collection and make full use of the big data platform to strengthen tax collection and administration. We will maintain a tight budget and strictly control and reduce general expenditures.

Third, promoting high-quality development. We will make good use of the financial control lever, and implement active fiscal policy with regard to the current structural contradictions in economic financial resources of our province. On the basis of fully implementing the "1+5" fiscal policy for supporting the replacement of old growth drivers with new ones, high-quality development of the real economy, expansion of domestic demand, improvement of weak links and pursuit of development, and high-quality development of private economy, we will further innovate the fiscal policy, gather financial resources and optimize the policy environment closely around the "Eight Strategic Layouts".

Fourth, improving people's wellbeing. We will further increase investment in people's livelihood centering on the prominent problems in their employment, education, social security, medical care, old-age care and housing. Even if financial difficulties still exist, we will also increase the expenditures in key areas of people's livelihood and the aid standard to low-income residents. We will strengthen the fund supervision in people's livelihood and strive to increase the fund efficiency.

Fifth, deepening fiscal and tax reform. We will vow to adjust the fiscal system under provincial level, accelerate the reform of income division, division of financial powers and expenditure responsibilities, and province governing county under provincial level, and promote coordinated development of different regions. We will innovate the budget management mechanism, implement the budget management responsibilities of all departments at different levels, and improve the efficiency of financial resource allocation. We will fully implement the reform of budget performance management and speed up the construction of the "all-round, all-process and full-scale" budget performance management system. We will improve the management system of state-owned capital, especially financial capital, and intensively and uniformly perform investors' responsibilities.

Sixth, exercising full and rigorous Party self-governance. We will conscientiously fulfill the responsibility of being the "first responsible person" for governing the Party to lead all the financial cadres of our province to further increase political stance, strictly enforce discipline and rules, and keep the bottom line of integrity. We will live up to our responsibilities with courage and willingness.

Working Hard to Build a "Year of Implementation for Human Resources and Social Security Work" by Carrying Out Reform and Innovation

Shandong's mobilization meeting of "Living up to Our Responsibility and Focusing on Implementation" sounded the call to start all over again with brand new appearance. We will work hard to build a "Year of Implementation for Human Resources and Social Security Work" with unwavering attitude and indomitable spirit.

Heightening stance and improving stature to focus on implementation. We will advocate clear direction of assuming responsibilities, and guide implementation with the "Two Upholds", which are in turn tested with the effect of implementation. We will take a clear political stand and work hard to focus on implementation. We will always put human resources and social security work in the overall development situation of Shandong Province, and position ourselves well to actively serve the major development strategy of Shandong Provincial Party Committee closely around the Eight Strategic Layouts including the replacement of old growth drivers with new ones, rural vitalization and the province for strong marine economy. We will foster matchmaking with human resources and social security departments of Jiangsu, Zhejiang and Guangdong, push forward the "starting line" of the development philosophy, raise stature, and shoulder the responsibility of reform and innovation to be vanguards in reform and innovation.

Highlighting priorities and advancing the implementation on the whole. We will fulfill the implementation task with greater determination and stronger measures through highlighting priorities, overcoming difficulties, conducting pilot projects and displaying highlights. We will actively cooperate with the organization department to explore the establishment of "Award of Overcoming Difficulties" and "Innovation Award", study measures to improve cadres' professional ability, develop methods for selecting professional talents, so as to encourage cadres to assume responsibilities and improve their ability for implementation. We will pay close attention to the difficulties, pain points and choking points in people's livelihood to implement employment priority policy, deepen the reform of the social security system, strengthen the macro-control of enterprise wages, ensure the wages payment to migrant workers, benefiting the implementation effect to the people. We will comprehensively promote the work concerning employment, social security, personnel and talent, wage distribution, and labor relations, make good use of the policy coupling network, and skillfully deliver a policy one-two punch to afford the people a stronger sense of fulfillment, well-being and security.

Improving quality and efficiency and preventing risks. We will deepen the institutional reform to improve quality and efficiency of reform, management and science and technology, and raise the ability and level of Human Resources and Social Security Department for implementation. We will firmly establish risk awareness and bottom-line thinking to effectively prevent risks in key areas such as migrant workers' back pay, pension benefits, employment and unemployment and labor relations, while improving the decision-making risk assessment mechanism and supervision and control mechanism, thus strengthening supervision and management in key areas such as special funds, social security funds, bidding, administrative examination and approval, as well as supervision and law enforcement. We will actively resolve risks in work, and ensure that the decisions to prevent and resolve major risks are implemented and achieve practical results.

Changing conduct and image and strengthening responsibility. We will regard the change of our conduct and image as the "engine" for implementation. The leaders of the Human Resources and Social Security Department of Shandong Province will serve as the special "head of construction" to shoulder the heaviest burden and attack the most difficult problems. We will promote the implementation with a spirit of working in earnest. We will also streamline conference activities for the implementation. Specifically, we will deepen the reform of "one-stop" service in human resources and social security work, simplify public service procedures concerning items, processes, times, materials and time, and fully implement standard online and mobile services, making it easier for people to get things done. We will make accurate planning and scheduling for major tasks to define the tasks, responsibilities, time limits and requirements, and implement strict examination, evaluation, and reward and penalty to effectively stimulate the endogenous power and vitality for implementation.

Improving Internal Capacity and Devoting Ourselves to Implementation

Shandong's mobilization meeting of "Living up to Our Responsibility and Focusing on Implementation" first highlighted the change of our conduct and image and explained how to implement work. It is not only the roadmap and task book for the "Year of Implementation", but also points out direction for the reform and development of natural resources in Shandong.

Over the past year, the natural resources management system has seen restructuring under the leadership of Shandong Provincial Party Committee and the People's Government of Shandong Province. However, there are still some outstanding problems in natural resources, such as the low level of resources development and utilization, the serious damage to the ecological environment, and the worsening imbalance in the development of local land. 2019 is the "Year of Implementation" determined by Shandong Provincial Party Committee. We will strongly advocate "Three Improvements and One Change" (quality improvement, speed improvement, capability improvement and change of conduct and image) throughout the system to promote the implementation of work with the major change of cadres' conduct and image closely around the main keynote of "Living up to Our Responsibility and Focusing on Implementation".

First, strengthening the awareness of "quality improvement" and striving for first-class quality. We will fully study and implement the spirit of General Secretary Xi Jinping's important speeches and instructions made during his visit to Shandong, proactively advance work under the overall situation, and resolutely implement the decisions and arrangements of the central government and the requirements of Shandong Provincial Party Committee. The natural resources work should be carried out closely around the key strategic layouts including the replacement of old growth drivers with new ones, rural vitalization, the province with strong marine economy, military-civilian integration and fighting the "Three Tough Battles" so as to provide strong resource guarantee and ecological support for the high-quality development. We will foster matchmaking with other departments in advanced regions and keep on improving our service level and quality. We will further advance the establishment of a demonstration province for economical and intensive utilization of territorial resources, the "Ten Actions" for the construction of Shandong with strong marine economy, rural land system reform, and the forestry chief system to build the brand of Shandong's natural resources work.

Second, taking action for "speed improvement". We must improve work efficiency and implement the concept of "doing it right away" throughout the whole work due to heavy task and tight schedule of this year. We will finish the third land survey according to standard time nodes, accelerate the registration of natural resource rights, and continue to deepen the reform of "one-stop" service and the self-targeted reform of streamlining administration and delegating power to protect the rights and interests of natural resources owners.

Third, advancing "capability improvement" to solve difficult problems. As there are many new situations, new tasks and new difficulties in natural resources work, we should have a deep understanding of Xi Jinping's ecological civilization thought, especially the important statement on natural resources, master scientific thinking methods and working methods, learn to simplify complex problems, and improve the ability to perceive the essence through the appearance. We will conduct investigations and studies at the grass-roots level to find out problems and put forward effective new ideas and methods centering on the difficult tasks of exercising the "Two Uniforms" responsibility, promoting the overall governance of mountains, rivers, forests, farmlands, lakes and grasslands, and integrating different regulations and measures for simplification.

Fourth, changing the conduct and image and unremittingly implementing the work. We will uphold people-centered development thought to help people solve their problems and satisfy their needs in all work. We should focus on implementation, strictly avoid formalism and further clarify our responsibilities and transit pressure in accordance with the requirements of equal rights and responsibilities and stricter discipline. We will insist on solving tough issues such as the rectification of illegal land reclamation and nature reserves, and ensure that the rectification is fully implemented.
